Getting a Massachusetts nursing license by endorsement

How it works

Massachusetts calls it licensure by reciprocity. An out-of-state RN applies through the Board's vendor (Professional Credential Services) and must show an approved education, a passed NCLEX, a prior license in another state or DC, good moral character, and a Social Security number.

Processing time

Not published for ordinary applications. Massachusetts publishes no standard end-to-end timeframe; it says you can start work once your license number appears on the Board's website. (Transcript review runs about 5 to 7 business days, and a 3-business-day conditional approval exists only when the state activates it for a public-health emergency.)

Work while waiting

Generally no. Massachusetts states plainly that it does not issue temporary licenses. An expedited conditional-approval path exists but is tied to declared public-health emergencies, not routine applications, so do not count on working before your license posts.

Requirements

Verify each license through Nursys, or the reciprocity verification form for non-Nursys states. Complete the Massachusetts CORI criminal background check, including a notarized CORI Acknowledgement Form plus Sex Offender Registry and DCF checks (required since December 2023). Provide a Social Security number and a 2x2 passport-style photo. Foreign-educated applicants need a credential-evaluation report.

Fees

$275 application fee, plus $30 per license verification.

Compact rules

Massachusetts is not yet operating in the Nurse Licensure Compact. It adopted the compact in November 2024 but has not turned on multistate licenses, so as of mid-2026 a multistate license from another state does not authorize Massachusetts practice and you still apply by reciprocity. Re-check the Board's compact status, since this is expected to change.

Military spouse

Massachusetts expedites licensure for a military spouse who left a job in another state to relocate to Massachusetts on military orders, under the VALOR Act (M.G.L. c.112 section 1B(d)).

Massachusetts adopted the NLC in November 2024 with an estimated 12-month rollout; that estimate has passed but multistate licenses are not confirmed live, so verify compact availability before relying on it.
