Hawaii requires all nurses to complete 30 contact hours of continuing education per 2-year renewal cycle, or one approved alternative learning activity such as preceptorship, a refresher course, or a nursing research project. Only one learning activity may be chosen per biennium. Hawaii is not a Nurse Licensure Compact (NLC) member state. All nursing licenses expire on June 30 of odd-numbered years. The Hawaii Board of Nursing conducts random audits, so nurses should retain CE documentation for at least 4 years.

At renewal the Hawaii RN submits NO CE documents to anyone. They log in to MyPVL (mypvl.dcca.hawaii.gov), link their license via "Find my license," click "Renew," and answer the renewal questions, one of which asks whether they completed the continuing competency requirement (30 CE hours or one alternative learning activity). They simply attest yes (or claim an exemption), pay the fee online, and optionally complete the Hawaii State Center for Nursing workforce survey. Certificates are never uploaded or mailed at renewal; the nurse must retain their own documentation for at least 4 years (2 bienniums) in case of the Board's post-renewal random audit. Falsely attesting is grounds for discipline under HRS §457-12.

mypvl.dcca.hawaii.govRandom selection AFTER the renewal deadline. Booklet Ch. 8.2: "After the June 30, 2027 renewal deadline, the Board will randomly select a group of licensees for audit. A list of those selected will be posted on the Board's website on or about July 31, 2027... Selected licensees will also receive a written notification letter... Once notified, you have 60 days to submit documentation verifying completion of your learning activity option." Notification is dual: posted audit list on the board web page (2025 RN/LPN/APRN audit-list PDFs are published there) plus a mailed letter, keeping a current mailing address is the licensee's responsibility, and travel/moving is explicitly not an excuse. Documents submitted: the Appendix A CE Form ("Complete this form and attach copies of all CE completion certificates if selected for audit") with a signed affidavit, sent to the Board (P.O. Box 3469, Honolulu, HI 96801; board email nursing@dcca.hawaii.gov), no portal upload mechanism exists for audit responses. Failing to respond within 60 days or submitting false documentation is disciplinable under HRS §457-12. Records must be retained at least 4 years (2 bienniums) whether audited or not.
